    Fire Engineering Design Guide

    The Fire Engineering Design Guide was first published in 1994, following the introduction in 1991 of a new building regulatory environment in New Zealand. This regulatory environment allows building designers to meet the requirements of the New Zealand Building Code either through the use of prescriptive provisions or by the use of specific fire engineering design, sometimes referred to as ‘performance-based design’. The second edition of the Design Guide was published in 2001 and it contained several new chapters, including more information on the Australian building regulatory environment. The use of performance-based design in fire engineering has become more prevalent around the world with several countries now allowing for specific fire engineering design solutions and others looking to follow suit in the near future. This Design Guide provides a useful introduction to fire engineering to those who are new to the discipline or want to get an overview of the range of problems that fire engineers deal with. Fire science and engineering continues to develop at a rapid pace and new research findings, design methods and computer tools are being made available all of the time. Since this Design Guide was first published there have been many newer and much more detailed books published in the fields of fire science and engineering. Readers should consult these books to get a deeper understanding of the topics covered in this Design Guide. The third edition has built on the work of the original contributors, with the help of several new authors and reviewers. New chapters on Fire Risk and Rural Fires have been added to this edition, as well as major updates to several other chapters.

    Risk Communication for Natural Hazard Events : Review of the 2004 Eastern Bay of Plenty Flood

    As part of the CAE project on Organisational Attitudes and Risk Communication a case study to explore risk communication for Natural Hazards was undertaken. The focus of this study was the eastern Bay of Plenty community affected by flooding in July 2004. The study investigated risk communication between stakeholders – primarily local government and the community – that preceded the flood event and how effective this was in terms of influencing community behaviour before, during and after the floods.

    The economic and system impacts of increased DG connection within New Zealand’s electricity networks

    In this study CAENZ has adopted a framework approach to facilitate its assessment of the network and system benefits of DG uptake. This is intended to deliver a more strategic and integrated approach to assessing energy investments in developing local DG applications. The project, thus, examined a number of selected network opportunities from the perspective of the DG project sponsor and through discussion with the incumbent network operator assessed the perceived network benefits and potential for further deployment of other opportunities within the selected network area.

    Canterbury Regional Energy Strategy Project : A Preliminary Stage 1 Report on Energy Security Issues in Canterbury

    Canterbury is one of the fastest growing regions in New Zealand. To fuel this growth energy is used in many areas including transport, agriculture, the power industry, manufacturing, domestic usage and business. Regional growth puts pressure on the systems that supply the region’s growing energy demands. Planning for the future security of energy supply is both a national and regional issue with individuals and local communities looking for planning solutions that provide good outcomes for both New Zealand and the local region. Local regions have local energy usage trends, and continued reliance on centralised planning is not seen as the only way forward. Many communities are asking for a more balanced approach between top down planning and local distributed options. A new approach to planning that takes better account of regional opportunities, industry capacity and local needs, can focus on creating local opportunities and delivering an overall improved energy supply system. This project aims to develop and outline such a process.

    Planning for Natural Hazard Risk in the Built Environment

    The objective of this study was to look at ways of strengthening future planning and decision-making to take better account of hazard information and science knowledge. The intention was to produce an agenda for encouraging improvements to planning and decision-making processes. This report outlines the main findings of the first phase of an assessment of how well natural hazard knowledge is being developed and utilised in an evolving climate of community and government expectations. The report does not provide an exhaustive assessment of all aspects of the topic, rather it brings forward the key factors and considerations believed to be important to good decision-making.

    Energy from Waste : Putting Resources to Productive Use

    The WCWMWG commissioned the Centre for Advanced Engineering in June 2003 to report on the opportunities for Energy from Waste (EfW) technologies with particular emphasis on fast pyrolysis as a technically robust approach. This report examines the current status of thermochemical conversion of waste and its applicability for conversion of the waste streams to procure energy or other by-products.

    Managing Flood Risk : Draft New Zealand Protocal

    This Flood Risk Management Protocol provides regional and unitary councils with an improved framework for managing their flood risk management responsibilities. It is the first step in improving flood risk management across local government. Similarly it offers an opportunity to central government to work cooperatively with this framework, thereby improving their contributions and providing seamless support to communities. A similar opportunity is extended to Professional Associations, tertiary education institutes, Crown Research Institutes and consultants.

    Resilient Infrastructure

    Resilient Infrastructure 2005 is the first New Zealand event to look at the ability of communities as a whole tosurvive disasters and disruptions. It deals with building resilience into our built and human infrastructure, including natural, economic and social capital. The event brings together national and international perspectives on how to protect physical lifelines, improve social resilience and ensure business and economic activity can continue after a natural disaster or a major human-induced disruption.

    US-NZ Workshop on Critical Infrastructure Systems

    A two-day joint US-NZ Workshop on Critical Infrastructure Systems was held in Taupo 10-11th August 2005. This report outlines the background to the Workshop and presents a summary of the discussion highlights. The workshop was a very successful meeting. Twelve high-quality presentations were made on the performance and assessment of critical infrastructure systems. As well, useful exchanges of views and experiences took place during lively break-out and question-and-answer sessions.

    Sustainable Energy : Technology Collaboration Research : Bioenergy

    This report examines the nature and extent of technology collaboration in the bioenergy industry in New Zealand. Focus is given mostly to research and industry/research collaborations but, in addition, comment is provided on technology collaboration through international suppliers and commercial relationships. Case studies of successful collaborations are included as a basis for discussion on what is best working and where gaps exist that government intervention might well assist in facilitating technology uptake and dissemination.

    Energy Efficiency in Dairy Sheds : A Preliminary Report

    This report is part of a study by Venture Southland into the economics of dairy shed operations and how they can be improved. Venture Southland is a joint initiative of the Invercargill City Council, Southland District Council and Gore District Council and delivers Enterprise, Tourism, Promotion, Events and Community Development services to the region. In November 2003, Venture Southland completed an assessment of Southland’s energy situation. One recommendation in the resulting report was for further investigations into the energy efficiency of dairy sheds

    The Study aims to articulate the critical issue facing the region, and to explore the trade-offs that will be required to reach a balanced perspective on the current situation. It is hoped that by so doing, there will be community agreement as to the broad-based priorities for improving the resilience of the system, as well as action to catalyse investment in the underpinning infrastructure required by the region.

    A High Level Assessment of the Risks and Vulnerabilities to Energy Supply in the Otago Region

    This study takes a first look at the vulnerabilities that characterise the Otago regional energy system. In doing so, the various supply chain components that make up the total system are described and the likely impacts of supply disruption explored so as to provide a better understanding of the risk factors affecting service delivery. With greater responsibilities being devolved to local government and territorial authorities for planning for our critical infrastructure, particular emphasis has been given to building a picture of the ways in which a secure energy supply underpins economic activity within the region, and the region’s vulnerabilities to constraints or disruption.
