dc.description.abstractThe emergence of an identified drug problem in New Zealand, Australia, Britain, and many other western nations, occurred less than 40 years ago. It’s been with us ever since. What I intend to do in this paper is to look at the drug problem in NZ and internationally, and make some general observations about the effectiveness of drug control measures.en
