As a starting point, the Liberal bias to the N.Z. educational approach will be briefly discussed from a historical perspective, in order to highlight the contextual development of Transition education in relation to the changing economic situation. The second section of the paper, will attempt at reviewing the major changes to the educational and employment patterns, drawing upon official Department of Labour and Department of Education statistics. In the context of this changing pattern, the third section will outline the development of TSW education in State Secondary Schools and evaluate the policy changes.
