Abstract

The emergence of an identified drug problem in New Zealand, Australia, Britain, and many other western nations, occurred less than 40 years ago. It’s been with us ever since.

What I intend to do in this paper is to look at the drug problem in NZ and internationally, and make some general observations about the effectiveness of drug control measures.
