Abstract
This project is both qualitative and quantitative in its approach. It is qualitative in the sense that it theorises the development of the European Union in terms of its structure and operation from being a common market to a rights provider in an enlarged and multi-tiered polity. It is also quantitative in the sense that it aims to provide an empirical account of existing rights that are made available by the multiplicity of actors and policy areas in the Union.
